Charter Standard

FA Charter Standard

The FA Charter Standard Clubs programme, supported by the FA Community Partner, McDonald's, was launched in February 2001 and is a core component of The FA's Football Development Programme.

The FA Charter Standard is aimed at all clubs outside the Football League and Premier League.

FA Charter Standard Club Criteria

  • Affiliated to CFA
  • At least one team in an affiliated league
  • School-Club Link established
  • Code of Conduct
  • Good disciplinary record
  • CWO-WOW trained
  • CRB for all volunteers
  • Emergency Aid trained with every team
  • Signed up to FA Respect Campaign by July 2009.
  • The Club ensures that there is first aid equipment at all coaching sessions and matches
  • The Club holds a briefing for players, parents/careers and officials at start of each season - acceptable standards of behavior and the need for positive playing environments.
  • FA Level 1 coach with every team below U16
  • One coach to have attended FA Age Appropriate - Introductory Module from July 2009 for new Clubs and July 2010 for existing Clubs
  • The player/coach ratio for coaching sessions reflects FA guidelines:
  • Two adults always present
  • No more than 1-16.
  • Club rules
  • Annual Club Accounts
  • PL Insurance
  • Equity Policy.
  • Volunteer Co-coordinator
  • The club uses Football Workforce so that coaches and volunteers have job descriptions with clear roles and responsibilities
  • Club must attend at least one update/in-service per year.
  • Goalpost Safety.

FA Charter Standard Development (All of the above within club must be achieved plus)

  • At least five affiliated teams
  • At least one FA Level 2 Coach
  • At least one Coach to have achieved FA Module 1 Youth - July 10
  • Club must attend at least two updates/in-service per year.

FA Charter Standard Adult Clubs

  • Affiliated to CFA
  • At least one team in an affiliated league
  • Code of Conduct
  • Good disciplinary record
  • Emergency Aid trained with every team
  • The club ensures that there is first aid equipment at all coaching sessions and matches
  • Signed up to FA Respect Campaign - July 2009.
  • Club rules
  • Annual Club Accounts
  • PL Insurance
  • Equity Policy
  • Club must attend at least one update/in-service per year
  • Goalpost Safety.

 FA Charter Standard Community Club (All of the above within Club, Development and Adult must be achieved plus)

  • At least ten teams (for rural areas exceptions can be made), Clubs that field teams in every available category but still have less than ten teams would be considered.
  • Male and Female
  •  Mini Soccer to Adult
  • Advanced development plan
  • The Club holds at least one workshop per season on addressing behavior and improving standards (ethos/philosophy).
  • One coach to have achieved FA Youth Module 2 Youth by July 2011
  • Volunteer Co-Coordinator
  • Schools Co-coordinator
  • One person to have attended FA Mentoring Course - new clubs by July 2010, existing clubs by July 2011.

To become a FA Charter Standard Development or Community Club then the club are required to produce a development plan. FA Charter Standard Development Clubs must produce a 3 year development plan, while FA Charter Standard Community Clubs must produce a 5 year development plan.

  • Rope off pitches
  • Captains only talk to referees
  • Support FA Respect Programme
  • Supporting other clubs to achieve CSC (Community Only)
  • Coaches on FA Awards
  • Playing ethos
  • Links to Skills Centres/Academies/Centre of Excellance (Males & Females) (Community Only)
  • Support to leagues
  • Ensure all coaches are aware of league rules
  • Marketing and communication plan (Community Only)
  • Job roles
  • Track qualifications
  • Step into sport (Community Only)
  • Referee development (Community Only)
  • Mentoring (Community Only)
  • Succession plans (Community Only)
